📜 History & Background
AEP Ohio's Universal Service Fund rider funds the same Ohio USF programs as FirstEnergy's USF rider — PIPP Plus, Home Energy Assistance, and weatherization services for low-income Ohioans. Ohio law (ORC § 4928.51) requires all utilities to collect and remit USF contributions at rates set by PUCO. AEP Ohio's USF rate of 0.2¢/kWh is used to fund the statewide pool administered by the Ohio Development Services Agency.

A per-kWh charge assessed on all residential customers that flows into the statewide USF pool for distribution to qualifying low-income assistance programs.
🔒 If You Switch Suppliers
Non-bypassable and also applicable to competitive suppliers — Ohio law requires CRES providers to contribute to the USF, so this cost exists regardless of your electricity supplier.
