Duke Energy Ohio's Uncollectible Expense — Electric Distribution (UE-ED) rider recovers costs of unpaid electric distribution bills, similar to FirstEnergy's DUN rider. All utilities experience some level of customer non-payment, and PUCO allows cost recovery through a dedicated rider rather than requiring full rate case proceedings to adjust for actual uncollectible experience. Duke's UE-ED rate of approximately 0.2¢/kWh reflects the bad debt level in its distribution service territory.

A small per-kWh charge assessed to all distribution customers that funds recovery of unpaid distribution charges. The rate is adjusted periodically to reflect actual uncollectible experience.
