📜 History & Background
The Capacity Cost Recovery (CCR) rider recovers PJM capacity market costs that are attributable to FirstEnergy's default service customers. PJM runs annual capacity auctions to ensure adequate electric generation reserves across the mid-Atlantic and Midwest grid. Unlike the NMB rider, the CCR is non-bypassable, reflecting a policy determination that all distribution customers — regardless of supplier — share in the baseline capacity costs required to maintain grid reliability for the region.
⚙️ How It Works
PJM capacity charges are pass-through costs set by federal regulators (FERC). PUCO authorizes FirstEnergy to recover these through the CCR rider with periodic filings that adjust the rate as PJM auction prices change.
🔒 If You Switch Suppliers
Non-bypassable — this charge remains on your bill even after switching suppliers. It is a relatively small per-kWh charge (approximately 0.18¢/kWh) and reflects shared grid costs that all customers contribute to regardless of where their generation comes from.
