📜 History & Background
The Residential Electric Heating Recovery Rider 2 (RER2) recovers deferred purchased-power costs incurred by the company from the Residential Generation Credit (RGC) program. Under PUCO orders in Case No. 10-176-EL-ATA, FirstEnergy phased out a long-running heating-credit program for legacy electric-heat residential customers and was authorized to defer the associated purchased-power costs for later collection. RER2 covers the deferred-cost stream on an ongoing basis (with RER1 covering the pre-July 2011 deferral). Although administered as a residential rider, the cost it recovers is a generation-supply cost, so PUCO classifies it as bypassable when a customer takes service from a certified supplier.
⚙️ How It Works
The rider is assessed per kWh on residential customers under all FirstEnergy Ohio rate schedules and is updated semi-annually as deferred-cost recoveries are reconciled. The current rate is approximately 0.1232¢/kWh.
