The Regulatory Environmental Recovery Rider 2 (RER2) recovers costs related to environmental compliance and renewable energy programs. Ohio's electric utilities have faced evolving state and federal environmental requirements, including emissions controls and renewable energy portfolio standards. Ohio's Senate Bill 310 (2014) suspended the state's renewable energy portfolio standard temporarily, but environmental compliance costs from other programs continued. RER2 specifically covers costs that are categorized as generation-related, making them bypassable when a customer switches to a third-party supplier.

The rider is assessed per kWh and adjusted periodically as environmental compliance costs change. It may include costs related to renewable energy certificates (RECs) purchased under prior compliance obligations, environmental control equipment cost recovery, and related regulatory program costs.
