📜 History & Background
The Economic Development Rider (EDR) recovers costs of economic development programs mandated by PUCO. Ohio utilities are required to offer economic development tariffs and programs to attract and retain industrial and commercial customers. These programs include discounted rates for job-creating businesses, economic development loans, and industrial retention programs. The costs of these discounts are then spread across the broader customer base through the EDR. The rider contains two sub-riders: Economic Development E (covering electric program costs) and Economic Development I (industrial retention costs).
⚙️ How It Works
A per-kWh charge (approximately 0.024¢/kWh) is assessed to recover the cost of economic development incentives offered to qualifying commercial and industrial customers. PUCO reviews the programs and associated costs periodically.

Non-bypassable — economic development costs are recovered from all distribution customers regardless of supplier choice.
