📜 History & Background
The Non-Distribution Uncollectible Rider (NDU) recovers uncollectible expense on the non-distribution portion of the bill (generation supply, transmission, regulatory pass-throughs). It was authorized in the joint 2024 ESP/RDR proceeding.

NDU is assessed per kWh on default-service customers. The current rate is approximately 0.4917¢/kWh.

Bypassable — NDU does not apply during the period a customer takes generation from a certified supplier, because the supplier carries the credit risk on its own charges.
