📜 History & Background
The Non-Market-Based Services (NMB) rider was established as part of FirstEnergy's Electric Security Plan to separately recover non-commodity generation costs that are part of the standard service offer but not strictly the commodity generation price. These include capacity procurement costs, ancillary services purchased in the PJM markets, and related administrative costs. By separating these from the base generation rate, the rider allows for more transparent tracking of costs that change based on PJM market outcomes rather than long-term commodity contracts.
⚙️ How It Works
NMB is assessed per kWh on default service customers alongside the standard generation charge. It captures capacity and ancillary service costs — essentially the 'overhead' of procuring electricity in organized wholesale markets. When combined with the GEN rider, it represents the full cost of the utility's standard service offer.

Bypassable — when you switch to a third-party supplier, the NMB rider disappears from your bill. Your chosen supplier assumes responsibility for capacity and ancillary service obligations for your load.
