📜 History & Background

The Economic Development Rider (EDR) recovers the revenue impact of economic development credits offered to qualifying commercial and industrial customers — including reasonable arrangements, automaker credit provisions, and residential non-standard credits for legacy electric-heat schedules. PUCO requires Ohio utilities to offer these incentive programs to attract and retain large employers; the resulting revenue shortfall is recovered from the broader customer base through this rider.

For Rate RS the rider has two relevant components: the Standard Charge Provision (currently 0.117¢/kWh) and the Automaker Charge Provision (currently 0.0022¢/kWh), summing to about 0.1192¢/kWh. The rider is reconciled quarterly.
