📜 History & Background

The Delivery Capital Recovery (DCR) rider was established as part of FirstEnergy Ohio's 2026 rate case (PUCO Case No. 24-0468-EL-AIR). Ohio utilities are authorized to earn a return on their rate base — the net value of assets used to provide service. Between rate cases, utilities cannot automatically increase rates to reflect new capital investments. The DCR rider bridges this gap by allowing FirstEnergy to recover a return on incremental distribution capital investment made after the previous rate case settlement, without requiring a full rate proceeding for each new investment.

⚙️ How It Works

The DCR charges approximately 0.036¢/kWh and is calculated to provide a return of capital and return on capital for qualifying distribution infrastructure added since the base rate case. It is reset each time a new rate case is completed.

Non-bypassable — distribution capital recovery applies to all customers regardless of supplier choice, since the distribution infrastructure serves all customers.
