Reconciles the difference between projected and actual generation supply costs for SSO customers. GCR1 is bypassable when shopping; GCR2 (currently 0) becomes non-avoidable only if deferral exceeds 10% of supply cost for two consecutive quarters.
📜 History & Background
The Generation Cost Reconciliation (GCR) rider trues up the difference between projected SSO supply costs and actual costs incurred over a quarterly calculation period across the three FirstEnergy Ohio utilities. GCR replaces older one-off true-up mechanisms and applies aggregated data for Ohio Edison, CEI, and Toledo Edison combined.
⚙️ How It Works
GCR1 is the standard reconciliation charge (approximately 0.325¢/kWh for Rate RS as of October 2024). GCR2 (currently 0) activates only if the cumulative deferral balance exceeds 10% of supply cost for two consecutive calculation periods.

Bypassable — GCR1 does not apply during the period a customer takes generation from a certified supplier (unless GCR2 has been activated, which is rare).
