The PIPP Plus Uncollectible (PUR) rider relates to Ohio's Percentage of Income Payment Plan (PIPP Plus), which allows low-income customers to pay a fixed percentage of their income (typically 6% for electric) rather than their full bill. The difference between what a PIPP Plus customer pays and their actual bill is subsidized through a combination of federal HEAP funds, utility funds, and customer cross-subsidies. The PUR rider specifically appears as a small credit because FirstEnergy's PIPP Plus uncollectible cost allocation results in a net credit to non-PIPP customers under the current rate case structure.
